Google Rewrites YouTube and Discover Feed Ad Policy Documentation, Makes No Enforcement Changes

Google has revised the documentation governing ad requirements for YouTube and the Google Discover Feed. Google revised the language and formatting of those requirements this month to improve clarity and readability, and stated that the update does not introduce any new requirements or enforcement changes.

What Google Changed

The company characterizes the changes as editorial only, stating they do not affect how the policy is enforced. The revision applies to the Advertising Policies Help Center documentation that governs creative quality standards for both placements.

YouTube ads and Discover Feed ads are subject to standard Google Ads policies, and Google additionally requires ads on both products to comply with creative quality requirements to ensure a high-quality, safe, and positive user experience. Those underlying requirements have not changed with this update.

This is not the first time Google has made a structural or editorial revision to this policy page without adjusting enforcement. Google announced a comprehensive reorganization of its YouTube and Discover Feed ad requirements on September 30, 2025, stating the update was made "solely to provide clearer guidance to advertisers," with no changes to the policy enforcement scope, while the restructured document maintained all existing restrictions.

What the Policy Covers

YouTube and Discover Feed ads must comply with all Google Ads policies, including those governing Inappropriate Content, Sensitive Events, Dangerous or Derogatory Content, and Shocking Content. Google additionally prohibits ads containing specific types of negative events and imagery on YouTube and the Discover Feed.

After an ad is created or edited, the review process begins automatically. The content in the ad, including any associated assets such as images, text, and videos, is reviewed. Google Ads uses a combination of automated and human reviews to check that ads comply with these policies.

Google provides translated versions of the Advertising Policies Help Center, though they are not meant to change the content of the policies. The English version is the official language used to enforce Google Ads policies.

Practical Considerations for Advertisers

No action is required in response to this update. However, advertisers running campaigns on YouTube or the Discover Feed should be aware that policy documentation revisions, even when described as editorial, can affect how automated review systems interpret ad assets. If an ad passes review but is limited in where and when it can show due to policy restrictions, its status will change to "Eligible (Limited)." Advertisers whose assets receive unexpected status changes following a documentation refresh should review the updated policy language in the Advertising Policies Help Center and use the appeal process within their Google Ads account if a disapproval appears inconsistent with existing compliance.
