Cyber Defense of Israel in Military and Civilian Sectors

Today, Israel is a world center of science and high technology. It is the country with the most significant amount of investments in national cybersecurity in the world, a record number of startup companies, advanced cyber army units, and a progressive education system. For decades, the people of Israel have been living amidst a national conflict. So, they appreciate the present moment and care about the future, doing everything to ensure the country grows in all aspects. 

Over the past dozen years, Israel has become an international center of innovations and has taken a leading position in the field of cyber protection. For Israel, any vulnerability of the state information infrastructure means a severe danger to both state defense system and national civil security.

Constant Cyber Threats

According to mass media publications, about 100 thousand attacks on national computer systems are carried out daily. Also, their number increases to one million during military operations in the Gaza Strip. In addition to the objects of economic infrastructure, hackers also target personal websites and email boxes of Israeli Defense Forces commanders and officers involved in counter-terrorist operations.

Civil Sector

The state information safeguard system is the cornerstone of national economic security due to the widespread use of computer technology. Israeli Security Agency (ISA), or Shabak, is responsible for protecting information on a state level. It has to ensure the security of state bodies and the main infrastructure, including power and water supply facilities, as well as industrial sites and financial institutions. The Israeli National Cybernetic Bureau (INCB) was created to advance the state cyber policy in three main directions:

  • Improving cyber protection and strengthening national capacities in virtual space;
  • Turning Israel into an information technology center;
  • Encouraging cooperation in the state security issues between Israeli scientists, entrepreneurs, government officials, and civilians.

The main body for coordinating the efforts of public services and private contractors in ensuring data protection in the civilian sector is the National Cyber Security Authority of Israel. This organization reports directly to the Prime Minister and coordinates its efforts with the Ministry of Science, Technology and Space.

Many Israeli companies such as Clear Sky, Nyotron, Check Point Software Technologies, and Cyberark Software Ltd specialize in the software development for cybersecurity systems. Also, the largest multinational corporations, including Microsoft, Google, Apple, IBM, Intel, HP, Siemens, General Electric, Philips Medical, and PayPal have already created their own research and cyber development centers in Israel.

It should be noted that the software developed by Israeli specialists is installed on the control servers of the New York stock exchange. Additional confirmation of the high level of Israeli software developments are the contracts with many US financial corporations. This fact indicates the competitiveness of Israeli software products in comparison with the offers of such well-known US corporations as Cisco Systems Inc. and Juniper Network.

Israeli IT experts have achieved excellent results in the digital confrontation, both with hackers from Iran and other Islamic states. However, government institutions and the state key infrastructure are exposed to cyber-attacks by hostile groups of hackers daily. They were, however, unsuccessful, as mentioned previously. This merit is attributed mainly to the Israeli cyber military troops, which have demonstrated an unparalleled commitment to beating back any digital attack.

Military Cyber Forces

Israeli Cyber Troops are recognized as the leading military force of the country, along with the Army, Air Force, and Navy. In the context of continued confrontation with many Islamic countries and terrorist groups, it was decided to create special units for virtual operations in the Ground Forces, the Navy headquarters, and the General Staff. The Computer Services Department of Israeli Defense Forces (IDF) undertakes measures of information protection, and the Military Intelligence Agency collects information about possible and real cyberattacks.

Israel also has secret cyber organizations. One of the top military intelligence units has a code name 8200. It was created as an analog of the US National Security Agency with similar tasks. They include, in particular, interception of intelligence data, decryption, audition of enemy objects, and carrying out cyberattacks.

Along with the creation of special military units for information operations that regularly participate in simulations and exercises, the IDF Command does not forget about introducing modern cyber and information technologies into troops that operate on the battlefield. So, a digital control system for actions in localities is being tested on the basis of two battalions. According to the plan of the IDF Command, a “cyber” division is going to be created as part of the Israeli Armed Forces.

Israeli military officers regularly receive specialized training on how to act in the cyberwar conditions. They are trained to fight in virtual space, unravel complex puzzles, penetrate the enemy’s computer systems, and deliver devastating blows. The Ground Forces digitization program implies the use of a powerful server, several large-format displays, and a three-dimensional table. This equipment allows commanders to completely get rid of paperwork when making decisions and give commands to units on the mission.

The Israeli Trek Ace Company has already offered IDF to deliver an information system that will allow every soldier on the battlefield to almost intuitively perceive the incoming data. This company develops cutting-edge sensory technology that can reduce the number of electronic devices for military officers. It allows for avoiding errors in the data perception due to extraneous sounds and simultaneous commands on radio channels. Also, the perception of visual information can be difficult on the battlefield because of external factors, such as flashes, shots, dust, sunlight, etc. So, the sensor technology will allow soldiers to receive information directly in their eyes without using screen devices.

Israeli military cyber operations are multidirectional, but they mainly seek to reduce the enemy’s operational space in the cyber reality. Although cyberwarfare involves a fight in the virtual space, their consequences are more than real. Israel’s dependence on digital technology in the political, military, and economic spheres is very high. That’s why the number of enemies wishing to destroy Israeli computer systems is enormous. So, the state is making a lot of efforts to maintain an adequate cybersecurity system.

A solid ground of Israeli cybersecurity is a large staff of highly qualified experts with many years of experience combined with an innovative approach and an entrepreneurial spirit of Jewish people. Israel has become an innovative superpower and a world center of high technology thanks to the national desire to live in peace and be protected from any enemy aggression. The will to survive activates all intellectual resources of Israelis. Their famous spirit of entrepreneurship makes them experiment, invent, and, if necessary, act immediately without wasting time for doubts.
