It is said that Yahoo is using three methods to get this done  IP address look-ups, place identifiers within queries, and user volunteered information. But this information has no official proof. If anyone has any other info, please feel free to share it here.

But a paid advertiser can effectively build their own geographic advertising map place on top in almost any form or size even if based in reality on IP address data more so than latitude longitude coordinates.
