    If a website is down in rankings and the webmaster has no hope, then the link disavow tool could be something to use. I don’t trust Google. But, I think that this tool may actually be a proof that a person can hurt his/her competition by sending low quality backlinks to the competitors’ websites (if the disavow tool really does what it is supposed to do).
